Avoiding a Default and the Invocation of Section Four of the Fourteenth Amendment

As we draw closer to some sort of resolution to the debt ceiling fight, I wonder why the option of issuing "premium bonds" to address the issue isn't getting more attention. This looks like just the legal fiction that we need. Here's a summary.
