No, not the case, but the name: Gefell is a small (current population about 100) town in western Germany. My guess is that "Obergefell" refers to the area surrounding or overlooking the town. Using place names as surnames is of course reasonably common. (According to one source, there are 68 people in the United States named Obergefell; the same source says that there are 21 people with the surname Tushnet.)
